How to prepare a project for an environmental decision?

For many construction projects – especially large industrial facilities, warehouses, logistics centers or public buildings – obtaining a decision on environmental conditions is one of the key stages before the design and construction process begins.

At BAUREN, we have been supporting investors in going through this procedure for years. We know how important it is to properly prepare the project in order to obtain an environmental decision efficiently and without unnecessary complications.

 

Czym jest decyzja środowiskowa i kiedy jest wymagana?

An environmental decision (EAD) is a formal confirmation that a planned investment does not threaten the environment or that the impact has been adequately reduced.

It is required for investments with a potential or significant impact on the environment – such as large industrial halls, warehouses, logistics stations, manufacturing plants, waste processing centers or larger public facilities.

Stages of project preparation for environmental decision

  1. Analysis of investment qualification

    The first step is to check whether the planned investment belongs to the catalog of projects listed in the Decree of the Council of Ministers – those that may potentially or significantly affect the environment.

    Preparation of the Project Information Sheet (KIP)

    This is a basic document that includes, among other things:

    description of the investment,
    location and nature of the facility,
    planned consumption of utilities,
    anticipated emissions (noise, pollution, wastewater),
    impact on people, soil, water, air, landscape and protected areas.

    For more complex investments, an Environmental Impact Report may be required.

    Agreements and opinions of authorities

    The authority issuing the environmental decision (most often the mayor of a village, town or city) requests opinions from:

    Regional Directorate for Environmental Protection (RDOŚ),
    State District Sanitary Inspector,
    Polish Waters (if the investment may affect water).
    Administrative process and public participation

    Once the documents are submitted, the administrative process begins. For some investments, it is also required to consult the project with the local community – in accordance with the principle of openness of environmental proceedings.
