Permissions, Approvals and Agreements – What Should an Investor Know and How Can the Designer Support Them?

Go back

The implementation of any construction investment – especially large-scale industrial facilities, warehouse halls or public utility buildings – requires obtaining a wide range of administrative permissions, approvals and agreements. For many investors, this stage can be one of the most time-consuming and complex. That is why close cooperation with an experienced design office is so crucial – one that can take on part of the formal burden and guide the investor efficiently through the entire process.

At BAUREN, we have been supporting investors for years – not only with design, but also by coordinating the legal and administrative side of the investment. We know where the potential obstacles lie and how to avoid them.

Why Are Approvals and Agreements So Important?

Every construction project must be reviewed and approved by numerous institutions – from local authorities and utility providers to environmental services and sanitary inspectors. Without the required documentation, it is impossible to obtain a building permit – and later, an occupancy permit.

Some approvals concern the location of the investment, others focus on specific design solutions, installations, or the environmental impact of the project.

Most Common Administrative Documents Required for an Investment:

Permissions:

  • Landowner’s consent (if the investor is not the property owner)
  • Approval for deviation from technical regulations (if needed)

Opinions:

  • Geotechnical opinion
  • Conservation officer’s opinion (if applicable)
  • Sanitary opinion (e.g., for public or food-related buildings)
  • Fire safety opinion (for buildings with higher fire protection requirements)

Agreements:

  • Project agreement with utility providers (gas, electricity, water, sewage, heat)
  • Coordination with fire protection and health & safety inspectors
  • Site development plan agreement with road authorities
  • Health and Safety (BIOZ) plan agreement
  • Coordination of HVAC, sewage and ventilation systems with the technological requirements of the facility (if applicable)
